As more and more land is developed, it creates fewer surfaces to naturally absorb water, and more and more places where water builds up and flows into city drainage. This water tends to carry everything from trash to motor oil. Many people assume that runoff water is treated like drinking water, but this is not the case. Traditionally runoff water was simply returned to a nearby lake, stream or river, carrying all this pollution right along with it. New stormwater rules are incentivizing developers to reduce or control runoff and pretreat water close to its source.
